There are no copyright markings on the pages shown, but since there may have been pages I have not been able to examine, a copyright renewal search was done on "Atcheson, Topeka, and Santa Fe", "Santa Fe" and "Scout" in books and pamphlets and periodicals for the years
Nothing pertaining to any of them was discovered in the searches. The railway discontinued the train in 1948. Though I believe the brochure was never copyrighted, I have chosen to license this as not renewed.
