For two years, this user had uploaded tons of low-quality images and added inaccurate descriptions on numerous articles. Some of the images were not only low-quality, but also inappropriate - violation of Japanese copyright law, too sensual, etc. Several users tried to improve the quality of his uploads and edits via talk page and RfC, but all the attempts had been in vain. Tens of JAWP users were tired of deleting inappropriate images, replacing his images with ones of better quality, reverting his edits, erasing inaccurate descriptions via editing, and/or putting comments on his talk page. Although this user was not a vandal, his behavior had been beyond this community's tolerance. Finally, based on the discussion done by Japanese Wikipedia community members in RfB for this user, 2-year block was decided and implemented on December 5, 2006 0:20 (UTC).
