英語版のノートにおいてen:Treaty#United States lawの記述"congressional-executive agreements require majority approval by both the House and the Senate, either before or after the treaty is signed by the President."とen:Foreign policy of the United States#Lawの記述"Congressional-executive agreements are made by the president or Congress. When made by Congress, a majority of both houses makes it binding much like regular legislation.
