Hi, 星光下的人. I explain to you about the reason of your parmament block instead of Vigorous action.

First, you are now indefinite blocked as a moving vandalism. According to Japanese Wikipedia's guidelines about page moving, you must inform other people that you want to move the page, and wait for at least 7 days. The proverb says, 'When in Rome, do as the Romans do.' It's the reason. You were blocked due to violation of our local rule.

Secondly, it is certainly true that you were not sent direct warning message, but you were warned repeatedly at the summary of the pages in JAPANESE. If you can understand Japanese, you must have stoped editing. It is important to understand Japanese at the time of editing on Japanese Wikipedia.

On jawiki, it's usual that users are blocked without direct warning though I don't know the situations of other projects. The reason were explained at the summaries of the pages and block log. As I said before, you must understand Japanese on jawiki of course. No more explanation will be added. When the time comes, please show us that your Japanese skill is enough to understand jawiki's policies/guidelines and to discuss with other people.
