Hi! {{Keep local}} has now been introduced to Japanese Wikipedia. As I understand it there is no consensus that the file can't be deleted anyway. So it is up to admins/eliminators if they want to delete the file.
Some users do not want the file deleted. Other users just want to point out that they do not speak English so if someone copy the file to Commons they have to monotor it. Other users want to warn that the file may not be okay for Commons because of FOP issues (en:Template:Deleted on Commons). I think that information would be relevant for admins/eliginators so it should be added to the template if possible.
Another thing. I think it would be nice if we use the template to tell IF the file is on Commons or not. Also IF the file is on Commons then the template should be in a different category than if it is not yet on Commons. For example:
If the template does that then it will be possible to remove the NowCommons template and add the file name to the keep local template. But it should be fixed so we can use {{Keep local|Filename}}, {{Keep local|File:Filename}} and {{Keep local|ファイル:Filename}}. --MGA73(会話) 2021年6月9日 (水) 13:59 (UTC)

I'm worrying about the case that some user who isn't uploader moved file that marked keep-local by author, and the author become responsible commons (which is in English in most case you know: participating it is hard for like en-0 users).

I agree - may become an issue in future. However, in my opinion, keep-local-asked-files are simple pictures which don't contains WP:FOP and other possible source of issue.

I'll investigate about if it's possible without manual-supply arguments.

Hi! Thank you for your reply. Japanese is a valid language on Commons too. But if some users prefer to upload to Japanese Wikipedia I can understand why. If there are no copyright problems with a file then there should be no problems on Commons. So I do not think there should be any problems if a file is moved to Commons. At least not now where FileImporter will move files correct. Files moved years ago are sometimes transferred in a bad way. I try to correct that but it takes a long time because there were like 15k files that had a NowCommons when I started. Did you know that the files with a keep local is uploaded by 2 users? I'm not sure about that. Is there a case that initial paragraph is in Japanese on Commons' maintenance pages? Repeating, it seems the two author worrying about request about files which uploaded by them then moved on Commons by other user.
