Dear Wikimedia Foundation Ombuspersons,
I am Tomo_suzuki, one of administrators and contributors to Japanese Wikipedia. Today, I am writing to draw your attention to one of ongoing request for sockpuppet investigations at Japanese Wikipedia.
The reason for this request stems from a voting process during RfA below.
Under the local election policy, candidates for administrators need at least 75% of yes vote in order to gain sysop privilege. This user gained 75.47% of it, which is probably the lowest support in history. After evaluating the validity of ballots, one user demanded that all the voters should be CUed, as any change in ballots would change the voting result. Any other reasons that justifies the use of CU tool such as suspected use of sockpuppets does not exist.
While the consensus for CU request is being formed, I strongly believe such use of CU tool would clearly violate WMF's privacy policy that allows access to private information only in extreme circumstances. If this were to be done, it would certainly discourage prospective votes with concern to their own privacy.
I would appreciate if you offer your independent opinion to Japanese community whether this constitute a violation of the privacy policy. I have stated on RCU page that I sent this request to ombuspersons, and asked to suspend the handling of this matter as CU is a irreversible tool.
